I moved from Seren to Gaudi. Honestly, it didn't have anything to do with associating Seren with being the closest to individual freedoms or what have you. I didn't even plan to move at first. But I went through the city reading the room descriptions and such, and really clicked with the ideas there.
That was kind of my point, actually. No one foresaw it because no one really thought of it from the right direction beforehand, not even the people who would end up moving. But people who had a natural preference for that kind of ideology tended to gravitate towards Serenwilde, not because it was a beacon for it, but because everywhere else was anathema to it. Then when Gaudiguch came out, everyone who better fit there moved there, and lo and behold, it turned out that more of them were Serens than anyone had anticipated.

I guess that's why I never managed to fully get into Gaudiguch. I loved the Illuminati's roleplay and atmosphere, but the city as a whole had the snuggliness that I didn't like too much about Serenwilde.
