As a note, I was standing at open dwarves at the time trying to get someone, anyone, to influence them at that time. Poor Arix was having issues keeping up.

Yes there is, it's just not winter in the sense of the word that most people are used to.
edit: In the same sense, there is also summer in tundra zones, it's more similar to a spring as most people are used to, but it is summer compared to the normal temperatures felt and the ability of things to grow or not.
