Effectively if someone does something super serious that needs punishment beyond the standard stuff (Killing a commune member is never acceptable) the circle can defer punishment to the will of the spirits through her. Though the quest is a bit weird because I thought she was never meant to be "part" of Serenwilde because anyone bound by the leaves would be unable to harm a member of Serenwilde.
Wasn't there a case where she killed someone twice?

And not only wasn't the argument entirely about "gritty vs. fluffy" at the time, I don't think it was ever about that at all. That's the trouble with arguments around here. We never really have them. We just go through the motions, but no one's actually understanding or even figuring out what the other side is saying. The fact that, after all this time, hardly anyone even knows about Bandrui, is more germane to (and corroborative of) the actual argument that was being made at the time.

I didn't say that the argument at the time was fluffy vs gritty. As someone now who likes to explore the gritty side of Serenwilde, Bandrui is intriguing to me.
Bandrui killed me twice--execution is meant to make you pray for salvation, and I had vitae up, so her drowning killed me twice; once to strip vitae and then to make me pray.

True, if the commune member consents then yes. If not then the circle ends up with the opposition raging about protection 1 in the leaves, if it's the will of the spirits then it's not the circles fault and well... the only way that players are going to accept that is if an npc says so.
I learned about Bandrui before she came along, I was effectively told "We're buying an executioner" and that was it. For some their objection was the idea of having an executioner around, others likely objected to spending money on something that would likely not see much use. One obvious issue is the possibility of kicking, if the council, or their guild leader, wants someone out then they're gone, if they don't then sending them to Bandrui may result in an unwanted removal.
Plus a recurring issue with Serenwilde seems to be that there are a lot of things that just never get "passed down", it's quite easy to see people not knowing anything about Bandrui other than maybe the quest she is involved in.

I'm pretty sure the admin wouldn't let Bandrui actually remove somebody from Serenwilde, that would be ridiculous. It's probably like that Celest thing where all the NPCs shun or insult you.

Since I've never seen it done, I can't be sure, but my understanding is that Bandrui doesn't kick one out of the Serenwilde--I was told (and the person could have been wrong) that it was a temporary suspension of membership. I would have no idea how it would work though.

Bandrui cannot kick you out of Serenwilde, but the intention (as I recall, I was still an ephemeral at the time) was for the Moonhart Council to say, "Oop, Bandrui said exile - goodbye!" and exile them for a time.
It does not behave like Celest's (which removes a hefty chunk of experience and all the mobs associated with Celest, or most of them, curse/revile you.)
