No clue, usually it's the base message for the steam attack, but it only did this during the DL raid. I think the turtles in Balach do the same attack, not 100% sure.

No, Serenwilde does not. Moondancers may, but Ryylaet's respect outside of his own guild is... questionable at best. He once tried to argue with me because Munsia (enemy) came into Prime Serenwilde and attacked someone. I don't think there's even much inside it. I've not yet met anyone who thinks well of him, in any guild. (I'm sure there are some, but they aren't thick on the ground.)
There just doesn't seem to be anyone left who wants the job. Most of the commune's leadership positions are pretty much uncontested.
