Considering Casilu said it wasn't a modkill (at least when Ayisdra did it, and this seems to be the exact same thing), it means it has to be an active power. Meaning at least one person knew this would happen. I'm not certain about it being Arath, but he was the most vocal regarding the roleclaims, so...
