Depends on your perspective, really.
If you pause to realize that the only places you can potentially engage in unrestricted PvP are extraplanar, you are given the choice of 1 ethereal plane (+2 subplanes), 4 elemental planes (+2 subplanes), 4 cosmic planes, 1 disjointed astral plane, 2 accessory planes (Spirit/Muud) and 10 aetherbubbles. And then innumerable godrealms I won't arse myself to count.
Of these 26+ places, only two are easily accessible and able to be chased into. Astral and Faethorn.
Of these 26+ places, there is only one that you're fully in control of being enemied to (thus controlling the suffering of additional experience loss). Faethorn.
(Disregarding Astral here due to practicality. You'd need a cubix for reliability.)
Everything else is either impractical (aetherbubbles) or within the purview of enemy territory (everything else).
If you want PvP conflict to remain 'fresh', it's important that players are able to go about their business in enemy territory without excessive penalization. Leaving Avenger protection behind is already the default penalty, and that's enough. Further loss inhibits every player, regardless of if they're PvEing or PvPing. I would like to engage in petty Undervault fights in the Hive and Prison without having to worry about losing costing 40% experience or 1 million essence to the loser. This has been something discussed over clan channels for months now, but nobody's decided to make an idea thread on it, yet, so the problem will continue to go unnoticed.

While the excessive losses are meant to stop one thing, they also invite people who delight on schadenfreude to target just those people who do bash in these areas and are still relatively new and helpless. Kephera give a ton of gold, which is just what newer players need to get anywhere. While I think balancing great rewards with great risks is ok, the suggestions made by the OP are something I can support. It also does not hurt the defenders of those areas, they can still enjoy open pvp. And in the end, it is not like the defenders really lose anything if kephera get bashed, as it is just RP. If it would cause an org to lose something like power, then I'd feel an exp loss would be logical to stop that from going overboard.

There's a difference between retaining risk, and excessive risk far beyond the reward. To the point where I rarely ever hunt Kepherans any more; they're just not worth said risk to me.

I apologize, I am having difficulties with the English language, so please ignore me if I am not making any sense. I was under the impression that an action that involves less risk than another action is easier than the latter.
To summarize. I don't think bashing on Prime should be made less risky. I don't think bashing on any plane or aetherspace should be made less risky. I even think that the admins think so too, they nerfed aetherbashing not so long ago.

Because I think that if something is gained easily then it is close to worthless.
Because getting to Demi is so easy these days.
Because I remember a time when there were only a handful of bashing areas on Prime and the competition was fiece. I liked it that way.
In the end, risk assessment of a bashing area is something very subjective. Since I know quite a lot of people who bash in enemy teritory on Prime I don't think the penalty for dying is prohibitive. I prefer to consider that the current risk to reward ratio is more than worth it.
