We don't know that the scum know who else is scum, too. They could be scum who thought Casilu was town.

Well... My guess would be that they're lucky. A day-ability to investigate someone seems a bit out-of-place in this setting. I'm thinking the investigators are using spies to sneak around at night, not to jump in there during the day.
Also, it's unlikely they belong to one of the three powers, if they really are in cahoots. I'm basing that on the fact that at least I don't have any means of talking to my fellow generals. That'd mean two outsider groups. Sure, in a game this size, it's possible, but... I dunno. Perhaps one of the minor kingdoms, I suppose, but my money is still on them being lucky.

I doubt they had access to a day investigator. It's an atypical role and investigative powers usually aren't given to scum. And I'm fairly certain it's scum, not a vigilante, due to the flavour.

This is what I've gathered from Wikipedia:
The Yellow Turban Rebellions lasted between 184 and 205 CE.
It was founded by Zhang Jue or Zhang Jiao (General of Heaven) and Zhang Bao and Zhang Liang. All three died in 184 CE.
Dong Zhou was sent on several occations against the rebel armies.
The initial rebellion was thwarted in 185, but more followed.
In the aftermath of the rebellion, Dong Zhou gained control of the heir to the throne after Emperor Ling died. This was sometime between 189 and 192 CE, although most likely in 189. Dong Zhou was killed in 192 CE.
Given that the game takes place in 184 AD (is that the same as 184 CE?), Dong Zhou would still have been a general of the Han (from what I could gather).

In history, Dong Zhuo basically used this prince he put on the throne as his puppet. I'm guessing his power in this game doesn't have to wait until 190, when he established his puppet. And the novel messed with the timeline to get a better story.

The timeline isn't perfect here either (just remembered it said Emperor Xian and not Emperor Shao; Emperor Xian was the regent Dong Zhou put on the throne). However, I can't find anywhere that Dong Zhou actually joined the Yellow Turbans; to me, it looks as if he simply took advantage of the chaos and decided to try to seize the throne himself. As such, I still don't think Dong Zhou is a member of the Yellow Turbans; he might not be friendly, but I don't think he's in an organised rebel group either.

I'm thinking if we eliminate their faction entirely, then time will advance, and the current scum faction will change hands to Dong Zhuo, given what we know historically. Given the size of the game, finding them specifically will be difficult, but no doubt the wear and tear inflicted on the other existing factions will have an impact on the course of the game as it goes on longer.
Then when it's down to Wei, Shu, and Wu (assuming it plays out that way), it's every faction for themselves.

I don't think we can rule the cult out entirely yet-- I doubt we would have two 'natural' scum factions.
If Casilu was alone in the Turbans, then we would have at least 2 scum groups (assuming at least 4 scum). Which... would tilt the game way in favor of the scum, since one of those two would be a cult.

Even if there is still a part of the Yellow Turbans out there, I doubt they'd still be a cult. It'd be way too overpowered if a cult could just keep recruiting even if the head of the cult was killed.
