It's a regular vote. I'd say "if scum get most votes, town wins, if town gets more votes, scum wins", but that wouldn't be entirely true or fair, so I'll explain my judgement call when the game ends instead.

No idiot. She's saying that purely randomly decided, there will be a clear advantage to scum in that town randomly voting will more likely hit town, and scum will certainly hit town. Meaning without some balancing, this will be a very easy scum victory.
