I'm going to randomly brainstorm any idea that pops into my head for this, and then list pros and cons. "It's a bitch to code" is probably the unspoken con on all of them.
Permanently halves balance time for non-combat skills (Nothing aggressive, no writhe/contort, etc).
+ Lots of tints and tarot cards and vials and whatever else you need made!
- Some actions might have to be excluded because of their unbalanced nature (Herbs vs the other trade skills, mainly, since it exactly replicates the artifact, unlike the rest.)
10p defense, halves balance times until an aggressive action is taken.
+/- Same as above.
Permanently halves balance time on Arts skills.
+ Buffs the skill hugely for Bards.
- Nerfs the skill hugely for Monks.
10p defense, current duration. you become hyperactive and impossible to physically move and too easily distracted to focus on a beckon or wisp long enough to run off.
+ Immune to summoning!
- Probably overpowered.
10p defense, may or not be extended to last until death/logoff. Reduces/removes power costs of Acrobatics skills.
+ I can spam handstand to entertain myself.
- Spammable scissorflip is my only real worry. Beyond that, unsure how useful it would actually be, how often do people AirPike and BarrelRoll and Handstand?
10p defense, lasts until death/logout. Doubles dodge dmp against denizens.
+ Better bashing.
- Unsure if balanced.
10p defense, current duration. Doubles effectiveness of parrying and stancing.
+ Yay defense!
- Totally screws knights and monks, and we already have TripleFlash.
10p defense, longer duration than currently. 100% dodge rate against denizens.
10p defense. Resistance to paralysis/stun/entanglement.
+ Helps in a fight.
- Shot down twice already.
The following would probably have to change the name from Hyperactive to something else.
10p defense, lasts until death/logout. Allows basic illusions to be comboed with Music/Glamour skills.
+ Allows people other than Psions to actually use basic illusions in their offense.
- Useless for monks.

I'm fairly certain that nearly everyone agrees that it shouldn't be another defense.
Although the bashing one was mentioned, although I can't remember why it didn't get put into a solution / rejected.

I'm just throwing out whatever, really. Right now it let's me make tints faster for a few seconds for ten power, so even one that just said "Halves the balance time on MIX" would be an upgrade. I have no clue what fits into Acrobatics that isn't already covered in the skill or too strong.

We have that, it's called TripleFlash. >_<
Or, we become so hyperactive we can fly? I dunno, beyond bullet time dodging or crazy Monk offense boosters (what we have now), I'm not sure how Matrix-y you can get with it. No balance time on handspring/somersault/scale/dive/rooftops?

These comments make me think it's going to turn into a move where the entire room ends up in a aeon/choke-like effect while the caster moves at full speed (until they take damage, like in that scene in the Matrix!)

I actually did suggest that it give a 3 sec delay to everyone but the caster. It would have to include anyone that enters into the room during that period and delay timed things.

I think hyperactive should give a significant boost to avoid being forcefully moved. That would help with the main drawback of a bard's room based combat and make it a worthwhile trans ability
