So, to kick it off, I know current historic houses are supposed to sit and wait while they are set as historic, and get the stuff set up that they aren't supposed to be changing, like race.
So far it's looking interesting, though the degree of honour penalties might make things... complicated. Losing honour for killing denizens is already making House of Letters look very niche to me. Would that encompass aetherbashing somehow, too?

I don't think it is supposed to be an honour loss. I think that is just saying you get less honour for bashing than other orientations do.

When it says a 'malus' to honour gains, it simply means there's a % decrease - you still gain honour. IE if you gain 100 honour for killing a denizen, you may only get 80 as a letter member.
'Wanton killing' means PvP when someone is in an enemy they are not enemied to - ie jumping someone on Astral, or the highways, or Avechna's Peak. Of the 'active' means, this is the only one with honour loss - except for Blood Houses, which gain honour from it. (Though I don't think it's much)

In the news post, it said bannerhouses now need 15 members instead of 10, was that a typo? I had thought Lesser/Banner House was 20. Since we (Shevat) have fifteen, but are still listed as 'The Shevat Family', does that mean we just have the ability to pledge to a Lesser or Great House, or is just that not all the changes are done?
Also, the epic quest bonus, can that be retroactive, please?
