The thing with Ping is that it's not a high priority at all for anything, so if you try to ping something that's busy with other things, it'll not reply to the ping until it's done. That's likely what you saw there.

Didn't Achaea move off the general IRE ISP onto it's own at some point? People there certainly rage less often at game-wide (as experienced by players doing combat, so even a half a second delay gets noticed) lag.

Looks like a textbook example of server lag. One combo takes 10 seconds, the next takes 4.

I think that the consistent lag from multiple people located from many different areas (national and international) that occurs at the same time is a bit too much of a coincidence to point to ISP problems. I do realize that the lag-detectors aren't going off, but honestly, I would be questioning them too. I've noticed this problem from 3 different ISPs in the past month, and I don't have lag issues in other games.
The results are indicative that there is a problem, even if the detectors don't catch it.

I think the best lag detector in that case then would be the 'top' (comes standard on every Linux server) output. Could be an IO or a CPU spike.

I don't think I've had a lag spike happen where the mobs didn't lag with me, which saved me in the end.
