The simple answer is "there is no such thing as a non-com." If you have to think, "But what if I...", you are getting involved.

Gah. This is true. And Xiran shall now observe in addition to scenting.
I dislike the idea of mechanically enforced non-combatant status. It's nice to have gradients, and I would miss a lot of fun interactions.

I think by having any system that limits a players ability to explore, for example the ability to enter contested areas, would serve to limit the players ability to enjoy the different areas of the game as well as complete certain tasks that some organizations require for advancement.
In my opinion, once you leave the status of grace, you are considered fair game for anything, if you choose to not fight, thats fine, you still dont get to choose if you get ganked....if you want to stand there and take it without fighting back that is your decision.
I was there for the above mentioned statement and I also ran into Xiran earlier in that day in Faethron. If a player is not enemied by a particular area but they are venturing into enemy territory, it should be up to the discression of the City/Commune what to do with them. In this case, Xiran was only checking and exploring the Aetherbubble she was on, she was not seeking combat so we did not engage her. If we thought she was a threat we may have acted differently. She ran into us (Glomdoring) and immediately recieved hits as we were ready to assault anything but we quickly saw she was not a threat and left her alone, even had small talk.
It is simply a question of how a City/Commune would like to push its politics on other factions. The collective of players mixed with each players unique wants for their character are ultimately what decides if a player is Non-Com or not. I think the current system works fine.

With the exception of Takami (far as I know, he was dealt with), if I caught someone killing lowbies just for the fun of it (meaning they did nothing to provoke the attack), I would definitely "liberate" the out of them.
If this is the case with Celestians attacking, say, Seren novices - don't hesitate to contact someone on the Star Council about it. That type of behaviour isn't tolerated. Sometimes it needs to be brought to light, though. And I am more than happy to throw my weight around to punish novice-killers.

AFAIK, the same goes for Glom. I've never seen anyone attack the random Seren novice that pops out at our Nexus through the portals. Sure, we tell them to get out, but that's about as far as it goes (unless, of course, they refuse).

I've had that argument before, an organization does not try to harm a newbies unless they're going out of their way to annoy people (i.e. refusing to go, sitting at the nexus swearing, etc.) to which Innocence still protects them which means guards have to deal with them. There are people who do hunt down newbies, and I'm rather certain every org has had one at one point or another so I'm not going to point fingers, but they get dealt with rather quickly because too many people don't agree with it and the admin certainly don't like letting it happen.
