Also make sure they are taking into account PDT instead of PST, as we observe Daylight Savings Time in the states. (They should always say PDT instead of PST).

They should just provide the time in UTC and let players do a simple conversation as needed. Hmph.

Yeah. UTC basically uses a "leap second." Much akin to a leap year, obviously.
