More likely, it's easier to think in terms of your local time, and IRE's central location is California in the US.

Also make sure they are taking into account PDT instead of PST, as we observe Daylight Savings Time in the states. (They should always say PDT instead of PST).

Isn't UTC more or less identical to GMT anyway for normal (i.e. non-scientific people who might not care about the one-tenth second difference)?

Yeah. UTC basically uses a "leap second." Much akin to a leap year, obviously.

I'm pretty sure they mean the time "in the states", which is Daylight Savings in effect.
