Due to the recent racial changes, we have made some changes based on
envoy feedback (thanks, envoys!) to a few skills that were most affected
by the speed changes. Here they are:

- SixthSense now takes longer to activate

- Necromancy Crucify's eq timer is shortened

- Sacraments Inquisition lasts longer

- Toads are no longer immune to location via SCENT

- Toads are slightly easier to stomp
