There are new privileges for high ranking members of cities and
commune as follows:

Rank 4: You can only be uncitizened by a council member.
Rank 5: You can only be uncitizened by two council members.

Council members (including the leader) can be uncitizened but only by
three votes of no confidence by council members. The same is true for
communes except substitute 'ostracize' for 'uncitizen'.
