The neutral villages will enact the Eroee Ritual of Peace whenever Eroee
is conjunct or trine the Sun. Also, villages will last longer than they
normally have (starting with the next village going into play) and there
is a bit more randomness to when they'll liberate themselves, so expect
a bit more of a range to when villages go into play.
