Marriage has been made an investable Order power. What this means is
that Gods can now give the power to marry (in the sense of making the
two wed rather than wedding them themselves) other mortals to members of
their Order. For this to happen at least ONE of the those to be wed must
either be in the same Order as the person who is performing the marriage
or in the city/commune that the Order's God is aligned to.
