The following Collegium changes have been made, to make it easier to
facilitate helping new students:

+ Everyone in the city can hear and speak on the CGT channel.
+ Everyone in the city can use CGWHO (but only students, teachers, and
chancellors appear)
+ Teachers and Chancellors can write to the Collegium log
+ Only Teachers and Chancellors have access to CGTS.
+ Collegium students will no longer hear GNT (being unable to speak on
it)
