The following changes and bugfixes have been made:

GUILDS

+ Rank 1 members may now read the guild news.
+ Rank 1 or 2 members may write to the guild news.
+ The Guild Admin has a priv to set the writing rank.

COLLEGIUMS

+ Everyone in the city can read the collegium helpfiles

GENERAL

+ Allying will count your number of allies correctly again
+ Phantomspheres can no longer attack while the caster is in the room
+ You can no longer pray to the Holy Supernals without prayer eq
