the Steward can control clans and manses deeded to your city or commune,
similarly to a Guild Administrator. Your Patron will bestow upon your
Steward this Ledger.

Also, Guards are now immune to critical hits. Look for more guard
changes to be forthcoming in the near future! Thanks to Aesyra for the
idea of making them immune to critical hits.
