To clear up some confusion,

Those who believe that a treaty has been breached have not done their
research-- there was no treaty between New Celest and Serenwilde. Both
nations offered proposals which were rejected by the other.

No treaty was ever signed or even discussed after the proposals were
rejected. We never even received a response to the "agreement" that is
spoken of.
