trade with someone, and raid them at the same time?

How very droll of you. It wasn't all that long ago that Everiine decided
it was acceptable to allow small groups of Serenwilde members to raid
Celestia, yet claimed that it wasn't the commune's fault. And yet, now
we see counter-raiding and Serenwilde is crying out for justice. Were
these not his words? " Has the Serenwilde organized large, clearly
planned raids on Seafolk territory? Have we, since the incidents leading
up to, through, or after our last negotiations, ever threatened to
declare war on the city of New Celest because of the actions of a few
individuals?"

Therefore, I ask.. has Celest organized large, clearly planned raids on
Serenwilde territory? Have we, since the incidents leading up, through,
or after our last negotiations, ever threatened to declare war on the
commune of Serenwilde because of the actions of a few individuals?

You can't have it both ways, Serenwilde. If your members are going to
raid Celestia and Water, and assist the tainted wretches in Magnagora in
slaying our citizens, don't expect New Celest to play friendly.
