In terms of in-game decision-making (there is no "innocent until proven guilty" law), just the fact that it actually spells that out is pretty clear intent. The odds of it happening that way by accident are almost zero.
That said, I didn't notice it when I read it in-game, so... as I wouldn't have re-read it to look for anything without some of the various OOC comments made about it, it's pretty much just going to be ignored unless someone else brings it up.
It's probably for the best that it be left ignored.
