10.7 CITY AND COMMUNE LEADERS
The titles of leaders differ from organisation to organisation. Leaders are elected through a general election and, because they are meant to be unbiased with regard to any guild, cannot hold any elected guild office. The most notable power of leaders is to appoint Ministers to various important positions, though such appointments must be confirmed by one of the other members of the ruling council. Ministers are immune to political challenges from the populace. Leaders can hold a maximum of two ministerial positions in times of need. A leader has all the commands of a normal member of the ruling council (except confirming his or her own ministerial appointments) and access to some ministry powers, along with the following additions: APPOINT <ministry> <citizen> Appoints someone to a Ministry. Valid ministries are: Power, Treasurer, Steward, Trade, Chancellor, Culture, Librarian, Education, Security. FUNDS COFFERS The leader is the only person, aside from the Steward and their aides, who can see the amount of gold in the city coffers. CITY ASCENDANT <person> Name a candidate for Vernal Ascendant. CITY DESCENDANT <person> Name a Vernal Ascendant to be descended. CITY RAISE ASCENDANT Raise a Vernal Ascendant. CITY UNRAISE ASCENDANT Descend a Vernal Ascendant.
